It sounds more like Geogia Lewis - hit the floor on city limits and decade records from 1995

That "dreams - once more" is in there but the word dreams could be just a high pitched noise rather than a vocal But Geogia Lewis is the only one i can think of, i even played it through to check and i'm 99% convinced its the one
