I think your first clip is a Rhythm Section/Newton tune, but I can't narrow it down - so might be wrong?
03 is actually Blowback - Bad Apple, from 1992 believe it on not, it just has those breaks that make it sound later. Perhaps you could even consider it ahead of its time (?)

Strange that both tunes have nearly the same lenght but the one from 1991 sounds more cooler, pitched-up and modern than the '92-version (maybe the replaced some breaks bcoz of copyrights?).
