    1990-1992 is my guess.
I heard this track on a mixtape in 1992/3. I've remembered this melody since then but never found the song.
    Old Skool Hardcore, breakbeat, techno.

    I re-created the melody:

The original sample/sound is more 'haunting' and deeper (I feel like it was sliiiightly detuned at the end of each note) but hopefully the sound in my audioclip is close enough.

Country: I don't remember if the beat was a breakbeat or 4/4, so it could be a UK production, or Holland, Belgium, USA even.

    Thank you!

    Thanks for the suggestions.
They all seem to have the right synth-sample, that sound is spot on.

Out of the suggestions, the notes in this melody are very similar to what I'm looking for:
M.C.J. feat Sima - '(To Yourself) Be Free (Bonesbreak Rave Mix)'

    But it’s not the one!

Comparing this to what I remember, the notes in the original melody ‘slide’ more (longer notes).

    Please keep’em coming!

    OH MAA GAAAAAAAAAAWD!!!!!!!!!

    I have goosebumps all over.

Haven't heard this in 20 years. I might cry tonight. (Probably will.)

Edit: Nope, 20 years is 2002. I meant 30 years.

PS. shouldn't I add "solved" to my post title? if someone could teach me how, I'll do it asap

This is why I love TuneID, Just seeing someone get that elusive ID and the emotion it invokes is almost as good as that first pill
