Vocal sample id from New Scene Out of Control

hi the sample I'm looking to I.D is on - New Scene - Out of Control and first appears at 1:54. It's a male vocal and I've always thought it said "Wham Ask For You" so it will be interesting to know what it really is and where it came from. I know the monkey noises part in the second half of the sample come from westbam/iggy pop, but its the first four words in the vocal I'm looking to I.D.

"Where Is The Youth" is what he says, and i think it came out of "Front 242 - Headhunter" or a "Nitzer Ebb" tune...
