I think it starts with "Rather you can" but I can't figure out the remaining words ... "dial numbers"? "dive under"?

I listened to it over and over and slowed it right down, to me the second bit sounds like "900"
It may be the name of the artist who made the track, like Juan Atkins as "model 500" but obviously using 900 in the artist/group name.
