It sounds like a HHC remix of "What's Up" by DJ Miko. Which in turn was a remix of 4 Non Blondes - What's Up.

The clip on your link does not last very long so it is unclear if there are any vocals to it.

There have been a few versions done in a HHC style, but most have been fairly recent.
