It is indeed Scott Brown, but released in his group Q-Tex and played at about +4 on the pitch.

Scott Brown's releases from 94-96 are so distinctive, not surprised you didn't find it as he released loads on Evolution, Evolution Gold, Screwdriver, Twisted Vinyl etc
