Unknown tune from DJ Lomas tape

Hi all,

I've attached the only clip I have of a tune that I have never heard anywhere else and would love to find out what it is.

I really apologise for the awful quality but that's exactly how it came off the very old and knackered tape that it's on.

Any help much appreciated!
