Hey mate,
I may be way off the mark, but to me it sounds like a 1993/1994 house tune played on 45rpm with minus 8% pitch or so. Something about the riff and how the breakbeats sound that makes me think this could be the case.

I recently ID'd a tune for Paul on here from a Randall 1994 Jungle set which was actually a CJ Bolland trance tune on R&S records played on the wrong speed.

You did mate :D But this time it's actually on the proper speed - although I can see why you thought it was a house tune as it's blatantly ripped from one!
