Please Help ID '80s Latin House Track (1989 or earlier)

Can anyone please help me i.d. the second track on this mix (@1:25 after Royal House "Party People"). It's from 1989 or earlier. It's the track with the sample "I wanna learn how to speak Spanish". Any help you can afford me would be greatly appreciated. Thanks!
