help tune id please

hi, im looking for a tune early 90's, im not even sure if its hardcore or what tbh. the tune starts off with sounds of the sea & birds (seagulls) its quite an eerie track. the vocal says something bout windows, repeating it over and over I think, not sure if its male or female vocal.

any help would be greatly appreciated coz its driving me mad LOL
