Kick up the sound guy??

I'm after the name of the track and producer of a track from nov 92 which I have just heard from a Green Apple set with Black Mark. This tune has the sample of a woman saying "kick up the sound guy, kick up the sound guy". The intro to this tune has what sounds like a harpsichord at the beginning?

Any ideas?
