---------------SELF SOLVED---------------
Answer = Trilogy - Love Me Forever or Love Me Not [Dub Of Doom]
There was a tune with a fantastic intro, using a female latin voice [update: was an acapella of Sueno Latino]
Voice was talking, not singing, a lot like the vocal in sueno latino, or dj le roy's "yo te quiero".
the music behind is pretty full on (it's an intro without a drum)
there is brass (not sure now if it's horns, or sax)
and lots of whooshy shooshy sounds (or like a shaker on acid)
i can not remember what this intro builds into, for the life in me, lol.
i did know the title once, but long since forgotten. maybe it's american house.. (update: it is)
