This track was recorded on Italian radio Deejay in June 1999.. The vocals sounds like "India - To be in love", please listen, I also believe the original track is a 70s song..

This is a strange one as you say its from 1999 but this is High Above by Kyd & Kango and its form 2001

Im 100% sure this recording was made in june 1999. This track "K.Y.D. & Kango ‎– High Above" is definatly using the same disco sample as this tune but its not the same.. Maybee you know the orignal track? Im sure the trumpet-sample is a discotrack from the 70s..

hmm.. maybee the vocals aint India.. but the song is not K.Y.D. & Kango ‎– High Above.. I´ve checked all versions. maybee this is italian production since it was on italian radio..
