Does anyone recognize this?
Sounds to me like Mantronix / T La Rock style production, the fact that I think it's played at 45 rather than 33 doesn't help. I've tried to slow down the sample half way through, nearer the possible original speed.

I was right, it was the speeded up instrumental from 33 to 45
Thanks to all those that had a look for me. Hype used to bust this as a 'Turbo mix'.. clue was in the title!
