Breakbeat Track Played in 1993

First of all, I own this. However i cannot remember the name & it is a piece of straw lost in a stack of needles. Spent two days trying to find it & my memory is constantly lying to me. It has pictched up PE vocal samples. This is the 2nd obvious tune in as many days that my brain isnt helping with with :(
