tune id from dj welly live at the pleasurerome 1991 ??

hi guys just a quick one from me i want to know the id of a tune that is featured on the dj welly and dj shez at the pleasuredrome mix from 1991 i think.

i dont know much about the tune only it has the words:-

"its a free concert from now on, that doesnt mean anything goes, it means we are gonna put the music up here for free".

i used to own it but cant for the life of me remember what it was called !!

i think it sounded very acid housey :S if thats what you call it.
