i put this query in the 80's section a few months ago but without success, so i thought i'd try the 70's section...

this track was on a compilation tape someone did for me circa 1986, but sounds like it could have been recorded any time from the mid-70's on
i have labelled it "the time is right" due to that phrase being repeated a lot, but of course that doesn't necessary mean that's what it's called...
if anyone can ID it i would appreciate it
