I'd say it was Hi-nrg, similar to a lot of the stuff that was released on the ZYX label in 89-90 from artists like Laserdance and Koto.

as Flagger said it , it's surely 80's
but perhaps even more old , an italo-disco track from the first part of 80's , perhaps a classic italo track
