Title and Artist help? - Early 90's house track

Hi all
Help required to find a name of a House track I used to hear out clubbing in the early 90's.

Basically the track's vocals consist of a DJ giving a lesson on how to put together a house track.

I think the lyrics of the track start by saying:

'Welcome to another fine, exciting episode of this old house, Im your DJ Mr. xxxx'

Then he says:
"First you need the bass"..etc, etc

"Next we have the kick"....etc etc

And so on, as he builds the track.

Any one know the artist and title?

Quite vague I know, but I am sure someone out there will know!
