It seems very much like you're talking about The Good Men - Give It Up (http://www.discogs.com/Good-Men-Give-It-Up/release/122642), but at least in the Radio Edit there are no vocals in the beginning, only in the middle.

i've since learnt that the goodmen's 'give it up' uses the sample from sinnamon's 'need you now'.
well, that sample must also have been put into the beginning of an earlier track than the goodmen one.
the timing of the sample is on beat 2 of a 4 to the floor, repeated once each 4.
not like goodmen which was on beat 1 every 2nd beat.
and i'm sure its just a sample over maybe 4 bars at the beginning of a track, or quite possibly at the middle, and mixed so well that it sounded like it belonged at the beginning of whatever track was mixing in. [edit - does that make sense lol?]

Could be way off, but have a look at Joy Salinas - Mysteries of love. Is a female voice but says something like "give it up" repeatedly at the start.

i see what you mean with that track stu, gotta love joey negro's grooves. i remember it well // and i knew i knew joy salinas - 'rockin' romance', oh my god that's such a tune.
