something like

those days and in the breakbeat scene..

Only toon I know from then is Master C + J* - One Day We'll All Be Free (12") at Discogs (http://www.discogs.com/Master-C-J-One-Day-Well-All-Be-Free/release/67860)

but it aint yer clip, same vocal sample tho..

geeky's right that track in your sample is Musical Freedom, but are you not asking that?
