Sounds very How & Little ( YouTube - How & Little - 1200 Technic (1990) (http://www.youtube.com/watch?v=Ba20zTMeJLA&feature=related) ) try investigating their tunes, or could be sampled & mixed from one of theirs. DIY played a lot of sample based mashups. Probably very rare dubplate one off or limited pressings.
