Help needed to find this early 90s tune

Need some help here, trying to find an old skool track released early 90s (ish) which used a sample from the wizard of oz and included the line Toto, I got a feeling we`re not in kansas anymore. I remember it from an old mix tape I had from quadrant park and they used to play this tune alot.

Any ideas?
