Alright everyone, just listened to a 1989 Hacienda tape. There was an instrumental technoey tune on it that sampled the techno sound in the chorus of Rob Bass + DJ EZ Rock - Get On The Dancefloor

Aye mate its probably a remix of that, sounds a lot like the original but that synthy sound is played a few different ways through the song. I'll try and get a sample uploaded
