The beginning bit is by Clockhouse Hours - Making it, then it pinches a large chunk of Urban Nature.

I think its a white label mashup that never got released, but got bootied

I have the 3 track booty with cat # L50. Apparently it came from Guy Oldhams collection. So It must have come through eastern block at some point.

By pure fluke I looked at your thread earlier and wasn't able to add much value. Just trying to find another tune in my collection and I found a white lable booty that has the catalogue number L50 but someone has written each of the tracks on there by hand - here's everything that is written on it.

The sample you posted is the same as Track 1 - "Urban Flip". So anyway its not all the information you are after, but probably more than has been available so far !
