Need Help With This Breakbeat/Electro Tune Id Please

Hi everybody, been tryng to find out who did this track for years now. I believe that the sample I am providing might contain 2 tracks, but the one I'm looking for has the "if you wanna dance what you waiting for" sample in it. I got this tune off of DJ Dan's old mixtape "Tribute to James Brown" that was released in the early 90's. Any help is greatly appreciated!!!
