Its from a tape marked DJ Unknown circa 1991.
Theres a whole load of CJ Bolland stuff on the rest of the tape.

Phil Cheeseman in DJ magazine towards the autumn of 1991 coined it "Belgians do New York" or summat like that

You may be right. Most of the tracks on the tape are hardcore / rave sort of things this tune is a bit out of place, so if its from a techno 12" that explains its prescence in the DJ's box.
I can mp3 the whole tape if you want.
