Got this tune from Jazz FM about 7 years ago on audio cassette. I know its called Mars, but who is it??

This is heavily sampled in Earth People 'Reach Up To Mars'. So i did a quick search and apparantly that samples Dexter Wansel 'Life On Mars' ..so it's probably that.
