I am not 100% sure but it might be "Think (http://www.discogs.com/release/17217) " from Northern Connexion on Back 2 basics. I have the Re-think (http://www.discogs.com/release/142830) and it as that same "Whitney" sample and "bell" sound.

I found a part of the Think (http://www.cydonian.com/sigma7/records/audio/Back2Basics/B2B12012B.rm) track but your clip seems to be the break.
