A bit later than 91 that one. That came out late 92/early 93.
It's Overdubb - Ruffplate - Impact Records - IMP 018

The tune that it samples that whole bass riff from is De Lite - Wild Times (Mayday Mix) which came out in 1990. Maybe that's the one you are thinking of.
