its a funky tune and it stops and this type of limbo music comes on and a lady shouts - everybody......get on up and dance.....get on up now.

then a fella says something like everybody were gonna make you rock...(can remember the rest) but when he finishes what he saying the limbo type music breaks back into the funky tune.

Could possibly be a tune sampling disco classic Bohannon 'Let's Start The Dance' ...if not the tune itself?
