Followed by a simple synth line, hand claps and then some strings before the beat comes in. I have also heard this tune played with the "Jack had a groove....this is Jacks house..etc..etc" intro. The speech is Martin Luther King. If you heard another version with Chuck Roberts "In The Beginning" then I'd immeadiately think of Mr Fingers - Can You Feel It. But on listening to the sample it's not that. They could just be using the acapella each time.

He could have used the MLK acapella and then dropped into a different tune when the synths come in.

Don't recognise the synth tune but it sounds very Detroit techno-ish circa 88-92......
