Hi all, this is a bit of a long shot, it's an ID that's been outstanding for many, many years, so any help is very much appreciated - thanks in advance.
The bit I'm looking for is the spoken sample, not anything before or after it please.
The DJ Welly mix that it's on is from Wigan, UK in 1991. I believe the Starlight Radio mix is from Birmingham UK in 1990 but may be wrong on that.
I have asked around a while back (including Welly himself) but no clues unfortunately.
I do know (from using Shazam) that Stefano Noferini sampled it on his 1997 album Van (The track is called "slow speed").
The words (from what I can hear myself) are included below:

Yeah the alignment is screwy actually in bullets repro and sync ... in, in, in slow speed ....
Well forget about slow speed we're not going to use slow speed
I know, in slow speed repro is happening, but in, in, in fast speed repro is not.
Believe it or not it's just the opposite, at 15 it runs better, what he's saying is the alignment is better at 15.
At 15 the alignment is solid in repro - or it seems at least in the tracks that I've checked.
Can anybody go run into the city?
Do you want to do that or just drop the 24 track for today?
I'd rather run into the city.
so then run into the city, talk to ray and run into the city.
