Thank you everyone for helping ID the track, but it's none of then. I think it's between 1990 - 1992 and being a fast uplifting piano track similar vain to Circa '91 Feat. Zee - You Keep Me Smiling.

It might be Circuit "Shelter"? That has the line "Give me sanctuary" - it's a bloke singing, but you would be forgiven for thinking it was a woman.

There was also an accappella that was HEAVILY sampled - so it might be a track that samples circuit, maybe, you'll know if it's the right vocal at least.
