1991 tech/trance, from a Goa tape (DJ Drop)

Hi guys,
Here's a techno/trance track extracted from a 1991 DJ Drop tape - this is the last unknown from there (https://www.tuneid.com/showthread.php?98157-Unknown-Merv-Pepler-Eat-Static-tracks-1991-92)...
Sounds like being from a Benelux label such as Dance Device or Dance Opera. Although the trancey "choppy" strings were already in use then but this has got to be one of the best examples...

Any help would be greatly appreciated! :)

I love this instrumental, but the vocal version is absolutely bliss, quite hard to believe this was done in 1991... Although I have some (better known) tunes from the X-Energy label but it seems very likely there are more hidden gems there!
