Dark techy track from around 2003/4 with German speech and screechy bird!

Can anyone help with identifying this one?

As luck would have it, I have almost a full clip of the track!
I suspect it could be American (Fade, etc.), but not sure.

(I tried this in the "techno" section, but it might be considered more 'progressive' or 'tech house'?!)
