Liberty freedom rave dance

Hi, I’m looking to ID an early 90’s hardcore track. I only remember a lyric section which is “ Liberty, Freedom, rave, dance”. The words are spoken and not sung. Each word is spoken at the downbeat of four consecutive bars. Following the lyrics there is a small breakdown with typically rave stabs. Any help appreciated
